Eagle Cap Shooters Association Newsletter, 27 Nov. 2006
Tom Crooks (432-2580) - Editor
Election meeting: Tuesday, 7:00PM, Dec. 12, ( 2nd Tuesday of the month)
Wallowa Properties Office Conference Room, Enterprise
Changes: President Bob Rush resigned from the Presidency of ECSA, and from the Eagle Cap Educational Alliance Presidency, at the November meeting. Tom Crooks, current Vice President, was appointed by the Board of Directors to fill the remainder of his term. Eric Kozowski has been appointed to fill the remaining month of the Vice-Presidents term. The Officers and Directors would like to thank Bob for his efforts and work during the time he served both organizations.
Elections: Treasurer, Vice-President and one or more Directors positions need to be filled. The nomination committee has come up with the following slate of candidates: Treasurer Lisa Allen, Vice President Eric Kozowski and Dale Potter, Director Bill Oliver, Steve Sharp, and Mark Blake. Self nomination and write-in candidates are encouraged and welcome. Come to the meeting and vote to elect the individuals you feel will be able to help make the Association more viable. The new officers will assume the positions for 2 year terms at the January meeting.
Range Development: If you would like to donate equipment, material, money or labor to any portion of the range development, including fencing, contact Tom Thornton at 426-3418. Regarding tire donations: At present we have enough tires to provide the start of erosion control on the side slopes of the small bore/pistol range. Unfortunately we cannot use them as ricochet control because of the tendency for low velocity bullets to bounce off or bounce back. Some other system of ricochet control is going to be necessary. If you have any ideas, or wish to work on this problem, please contact Tom Thornton.
Classes: A Concealed Carry course is scheduled for 16-17 December contingent upon there being 12 paid up participants. Cost is $75 for non-members and $60 for members. Completion of the course will allow you to obtain a concealed carry permit from the Wallowa County Sheriff. Send a check to Duncan Hunter, 68762 Allen Canyon Loop, Wallowa, to hold a place in the class. Merely expressing an interest does not mean you are enrolled in the course.
Financial: Our Treasurer, Lisa Allen, has been traveling and will not be back until early Dec. As of the November meeting, the land payment account was at $4,200. We are going to have to come up with nearly $3800 to make this payment, due 1 April. If you wish to contribute to help make the 2007 land payment, contact Lisa at 432-9765, or any other officer or director. Please make checks payable to the Eagle Cap Educational Alliance. The Alliance is ECSAs non-profit (501-c3) sister organization and any contributions made to it are tax deductible. ECSA is also a non-profit organization but cannot provide receipts for tax deductions. All grants are written by the Alliance and any money collected through donations and/or grants is used for ECSA range development
Dues: Dues for 2007 are payable now through the end of January. If you wish to continue your membership please send a check payable to ECSA, PO Box 928, Joseph, OR 97846. Membership costs have not changed since last year: Individual $55, Couple $75, Family $100, and Youth (18 or under) $25. If you have donated 12 hours of labor to the organization during 2006, your membership fee is cut in half. You may also pay dues at the December or January meetings.
Range Gate Combination: The gate combination will be changed on 1 January. If you are a RSO and your dues are paid, contact either myself (432-2580) or Duncan Hunter (569-2008) for the new combination. When the new lock is installed on the Range House, it will be the same combination so the RSOs have access to the Range Box.
The Never Ending Raffle: We have 2 nice guns still to be raffled: a Browning Auto 5, 12 gauge, (with some engraving) in excellent condition donated by Ed Brazelton and a Stevens Mod 84 .22 bolt action rifle donated by Ralph Stewart. Tickets sales have been essentially stalled. I would like to tap an enthusiastic volunteer to take charge of this project and get it moving. If you think you can do this, please contact me at 432-2580. We need your help.

You may have heard these guns advertised on KWVRs Swap Shop in the morning for the past few weeks. The first purchaser will get a custom made gun case donated by Ray Wilson. If you are the first purchaser, contact Ray at his shop (200 N. East Street, Joseph) or phone him at 432-0420.
Membership Drive 2006: The membership drive ended 15 Oct and the prizes drawings will be at the December meeting. Come and see if you won the .17 caliber Henry rifle. Unfortunately, the Drive Chairman, Terry DeSpain, was unable to get a count of membership sponsors prior to the November meeting and the drawing was postponed.
Use of the Membership e-mail list: The Board of Directors decided at the October meeting that the list is only for official Association business, not for general use. Do not use the e-mail list to bitch or complain about things you may not agree with. It reflects poorly on the organization and gives people the impression that we are fraught with bickering. Although it may make you feel better by sending messages of love, patriotic feelings, or other stuff, please restrict these mailings to your personal e-mail address book.
Advertising: If you have something you want to buy, sell, trade or give away, contact me (Tom Crooks) at 432-2580 and I will include it in the next newsletter. There is no charge and ads will run for 3 issues of the newsletter..
Duncan Hunter has a nice big selection of guns, both new and used, as well as a whole "fecal matter container" of accessories, for sale in his Allen Canyon Rd. shop. He has just received a large supply of reloading supplies, including powder and tools - all priced right. Contact him at the shop or call him at 569-2008. Maybe Santa will put some of this in your stocking.
Compasses - I have a whole bunch of very small compasses that are handy for Christmas projects or just to stick in your hunting coat pocket. Two styles - one modern, the other antique looking. Very inexpensive handy little gadgets. Contact Tom Crooks at 432-2580 to get yours while the supply lasts.
